Posting pictures on these forums is very easy once you get the hang of it.
1: Make sure your pic is uploaded to the Net.
Your photo must already be hosted on the web somewhere. You cannot upload pictures directly to the forum.
kingsnake.com (http://gallery.pethobbyist.com/index.php?cat=557&thumb=1) offers free photo hosting, as does photobucket.com (http://photobucket.com/). Once you have created an online photo gallery and uploaded photos to it, you're ready to post them in the forums.
2: (2 parts): Find the URL of the photo you want to post.
To find your photo's URL, visit your photo online wherever you have it hosted. Once you have found your picture, right-click on the photo to bring up a pop-up menu. When the menu comes up, select "Properties" as demonstrated here:

Once you've selected "Properties," this will give you a second pop-up menu. On this menu you will find the photo URL. The photo URL starts with "http://" and ends in ".jpg" (if you've saved your photo as a .jpg).
Highlight the photo URL as shown below:

3: Grab that URL!
Using your browser, copy the photo URL so that you can paste it into the message body in the forum.
4: Start/Reply to A Topic
Either start a new thread, or reply to an existing threat. For whichever option you choose, you'll get a post window that looks like this:

5: Select Image Tags
Click the "insert image tag" button - shown below circled in yellow - to bring up an open image tag. It will look like this: To close an image tag, choose the "close tags" link - shown below w/a red arrow. A closed image tag looks like this

6: Paste Your Photo's URL
Click between the tags in the message body, and paste the URL to your photo that you copied earlier from the photo's properties menu. There should be no spaces between the image tags & the URL. It should appear as so:

7: Hit Submit!
If you have followed the above steps correctly, your photo will appear after you submit your new post. You can also use the "preview" feature to see whether or not your photo is loading correctly.

Troubleshooting
If for some reason your photo will not load, check to make sure you have copied or typed the URL correctly. Also ensure that your photo host allows remote linking to your photos (the aforementioned host sites do), and that the host site is functioning. Feel free to use the test forum to practice posting photos, or contact a moderator for assistance if you're unsuccessful AFTER reading these instructions.
