are racks ideal for all small-med snakes if youhave multiple?
if you have th emoney is it better to buy cages or doesnt matter?
for snakes that dont need uvb but it helps with their color like carpets and bloods, obviously racks are not good b/c you cant setup those types of lights right?
sorry, but last if you get a rack and just set i t up in your room or a house on a main floor where it is room temp around 68-70 and not in a "snake room" will the heat that comes with them be enough?

Depends on the species. For most terrestrial snakes, they work well.

If you have the money, space and time, cages are best for most species. It all depends on size.

I can't comment on this because I haven't seen any definitive proof that uvb helps. It may be out there, but I haven't seen it yet.

NO! You will either need to heat the room or add a radiant heat pannel. Closets make good small collection snake rooms and don't cost nearly as much to heat.

a radiant heat panel? in a house with 68-70 degree temps. Ithink that answer depends on wether it is an open air rack like a FB or a close like AP for example.

A CB70 AP rack with air holes won't get up to 78-80F on the cold end if the ambient temperature is 68-70F.. I wondered the same thing...so I tried it. I heat my snake room to 78F and temps on the cold end averages to 80-82F.
I you're planning on keeping snakes that can tolerate lower temps like colubrids and such, then you're fine...but I wouldn't try to keep a ball or blood with those lower temps. Not worth the increased risk of RI imho.
